Legislative Emergency Preparedness, Response, and Recovery Final Report for 2017.

During the 2017 legislative session, the General Assembly considered measures related to ballot access, campaign finance, the conduct of elections, initiatives and the ballot information booklet, and local elections.

Final report to the Colorado General Assembly by the Opioid and Other Substance Use Disorders Interim Study Committee. The purpose of this committee is to study issues relating to opioid and substance use disorders in Colorado and examine potential solutions concerning prevention, intervention, harm reduction, treatment, and recovery from opioid and other substance use disorders.

Final report to the Colorado General Assembly by the Water Resources Review Committee. The purpose of this committee is to oversee the conservation, use, development, and financing of Colorado's water resources.

During the 2018 legislative session, the General Assembly considered measures to add millet to Colorado's list of agricultural commodities; allow chiropractors to practice on animals; regulate industrial hemp; promote employment opportunities for young and beginning farmers; and continue and modernize existing agricultural programs and laws.

During the 2018 legislative session, the Colorado General Assembly considered measures related to civil law. Specifically, the legislature considered bills regarding civil protections, the statute of limitations for domestic violence offenses, immunity, jurisdiction, and liability.

During the 2018 legislative session, the General Assembly introduced numerous bills concerning the state’s correctional system and associated issues.

The General Assembly considered, but did not pass, several bills attempting to define cryptocurrency in law and clarify how it is regulated. In addition, the General Assembly passed legislation related to security freezes on credit reports of minors.

2014 Summary of Major Health Care Legislation

During the 2018 legislative session, the General Assembly considered measures related to increasing access to behavioral health services, increasing capacity for competency restoration, protecting children in foster care, child care assistance funding, and increasing the effectiveness of other human services programs.

In 2000, voters approved Amendment 20, allowing the possession and use of medical marijuana in Colorado. In 2012, voters approved Amendment 64, legalizing marijuana for use by adults aged 21 and older. Sales of retail marijuana for adult use began on January 1, 2014.

Information technology (IT) is used by every state agency to make operations more efficient and services more widely available to the citizens of Colorado. Along with other day-to-day expenses of state government, expenses related to IT are paid through the operating budget in the state's annual budget bill. This issue brief outlines the types of projects and expenses related to IT, the role of the Joint Technology Committee (JTC) in overseeing the approval and implementation of IT budget requests, and funding for IT projects.

The state innovative motor vehicle income tax credit is intended to reduce the cost of alternative fuel vehicles and incentivize their purchase. This issue brief describes the tax credit, most recently addressed in House Bill 13-1247, and provides information on how its value is calculated.

During the 2018 legislative session, the General Assembly considered measures related to identification documents and work authorization for non-U.S. citizens, sanctuary policies and cooperation with federal immigration officials, and tuition policies for certain immigrants.

During the 2018 legislative session, the General Assembly considered measures related to title insurance, records access for insurance agents, and workers' compensation insurance.

During the 2018 legislative session, the General Assembly created and continued programs related to employment training and recruitment.

During the 2018 legislative session, the General Assembly considered bills relating to the regulation of both medical and recreational marijuana on topics such as taxes, research, use of medical marijuana, and marijuana business licensing.

During the 2018 legislative session, the General Assembly considered several bills to clarify practices related to events at which alcohol is auctioned or sold, redefined Japanese rice wine, and passed additional legislation related to the retail sale of low- and full-strength beer.

During the 2018 session, the General Assembly considered bills related to suicide prevention, requests to study public health effects, changes to certificates and databases overseen by the Department of Public Health and Environment (CDPHE), nad other public health-related legislation.

The General Assembly considered several bills concerning budgeting and the state budget during the 2018 legislative session.

During the 2018 legislative session, the General Assembly considered several measures related to addressing Colorado's growing demand for water, including expanding the reuse of reclaimed domestic wastewater; funding water projects; and making other technical changes to certain water-related programs.
