Each year, the General Assembly is tasked with balancing constitutional, statutory, and federal requirements with a host of other considerations, such as competing policy priorities, caseload pressures, and the health of the state’s economy, in order to create a budget. This document is intended to serve as a primer on Colorado’s budget and some of the factors that help shape it.

The Digest consists of summaries of all bills and concurrent resolutions enacted by the General Assembly at the preceding legislative session. The summaries include the dates upon which the Governor acted and the effective dates of the bills. The Digest also includes an alphabetical subject index and several reference tables. The Digest is not a substitute for the text of the bills or for provisions of the Colorado Revised Statutes, but gives the user notice of and summary information on recent changes to the statutes.

Statutory Provisions Governing the Preparation of Fiscal Impact Statements for Statewide Ballot Measures.

Senate Bill 18-001, enacted during the 2018 legislative session, is a significant piece of transportation funding legislation.  SB 18‑001 commits state General Fund revenue for transportation projects and establishes financial mechanisms to address the passage or failure of transportation‑related ballot measures.  This issue brief summarizes the most important features of this law.
