Public Health Orders Issued During the COVID-19 Pandemic

This memorandum provides an overview of the various Public Health Orders issued by the Colorado Department of Public Health and Environment (CDPHE) during the declared disaster emergency related to COVID‑19 in Colorado.  Thirteen public health orders have been issued since March, 2020.

Respite Care in Colorado (20-27)

Respite care provides temporary relief to a caregiver from the physical and emotional impacts of caring for a person with special needs who requires assistance to care for themselves.  Care can be provided for a few hours, overnight, or on an extended basis by a friend, family member, volunteer, paid service provider, or in a community-based care setting.  This issue brief provides an overview of state respite care services.

2020B Digest of Bills

The Office of Legislative Legal Services prepares the Digest of Bills and Concurrent Resolutions as required under section 2-3-504, C.R.S. The Digest consists of summaries of all bills and concurrent resolutions enacted by the Seventy-second General Assembly at its First Extraordinary Session ending December 2, 2020. The summaries include the dates upon which the Governor acted and the effective dates of the bills. The Digest also includes an alphabetical subject index and several reference tables.

Summary of Professions and Occupations Legislation (2020)

The General Assembly considered several bills regulating professions and occupations, including legislation to make modifications to the apprenticeship programs for plumbers and electricians, bills to make changes to professional liability insurance requirements for physician assistants, and bills to continue the regulation of several professions.

Summary of Major Legislation

Summary of Labor and Employment Legislation (2020)

The General Assembly passed several bills to support workers in the state.  Legislation included bills to ensure paid sick leave for most workers, expand unemployment, protect against hair discrimination, protect whistleblowers who raise concerns about workplace safety in a public health emergency, and provide support services to workers who experience audible exposure to traumatic events.  In addition, the General Assembly passed bills to support workforce training programs and permit academic credit for work‑related experience.

Economic Indicators Update

This memorandum provides an update on leading economic indicators to inform the General Assembly about the ongoing state of the Colorado and U.S. economies.  Select indicators for business activity, employment, consumer activity, and energy activity are provided.  Data for June and early July suggest an ongoing recovery from the COVID-19-related recession.  However, economic activity remains well below pre-pandemic levels, and the impacts of the pandemic on leisure and hospitality industries remain significant.

State Law Regarding Homeowners' Associations

A homeowners’ association (HOA) is an organization that makes and enforces rules for properties and common areas within a planned community. Anyone who purchases a property in the community is automatically an HOA member required to pay dues, which typically go toward paying for communal amenities and maintenance. An HOA board is composed of community members elected by unit owners. HOAs are primarily governed by their individual bylaws, articles, rules, and regulations.
