Autonomous Vehicles (17-15)

In October 2016, while Coloradans were sleeping, a self-driving semi‑trailer drove 51,744 cans of Budweiser beer from Fort Collins to Colorado Springs down Interstate 25.   With the rise of investment in and the use of autonomous vehicles, governments face new challenges to address this growing field.  This issue brief describes autonomous vehicles, discusses current federal and state policy regarding those vehicles, and notes future policy considerations.

State Revenue Transfers to Counties (2014)

This memorandum provides information on intergovernmental transfers of revenue from the state government to Colorado's 64 counties. Data from 2010 show that of $5.0 billion in total county revenue, about $1.3 billion or 25.8 percent came from intergovernmental transfers. The state portion made up the largest share at $800.9 million. State revenue transfers come from various taxes and nontax revenue sources.

Final Report House Select Committee on Climate Responsibility

The House Select Committee on Climate Responsibility was convened pursuant to House Rule 25B, which allows the Speaker of the House of Representatives (Speaker) to create a committee to review a single specified subject matter area or issue during a regular legislative session. The purpose of the House Select Committee on Climate Responsibility (committee) was to consider policy options that would enable Colorado to meet its climate targets and goals. Topics included energy efficiency and local job creation; rural opportunities; and power supply, energy storage, and transmission.

2019 Tobacco Master Settlement Agreement Payment Forecast

Colorado receives annual payments from tobacco manufacturers as part of the Tobacco Master Settlement Agreement (MSA).  In April 2018, the state received $177.3 million, including a one‑time payment of $113.3 million pursuant to the Nonparticipating Manufacturers Adjustment Settlement Agreement, a supplementary legal agreement that Colorado signed in 2018.

2018 Capital Development Committee Final Report

The purpose of the CDC final report is to provide annual and historical information on the capital development process. The 2018 final report provides a complete summary of all capital construction and controlled maintenance appropriations during the 2018 session. A five-year history and three-year forecast of capital project funding are also included. The report concludes with a description of other actions taken by the CDC in FY 2017-18, and a summary of 2018 legislation enacted by the General Assembly that impacts capital development funding or the capital development process.
