Cost of Living Study Memo with Table (2018)

Legislative Council Staff conducts a study of the cost of living in each school district every two years to update the cost-of-living factors used in the state's school finance funding formula as required by state law.  The first study was conducted in 1993, and a study has been conducted during the summer and fall of each odd-numbered year since.  The 2017 study results are used to determine school district cost-of-living factors for fiscal years 2018-19 and 2019-20.  The results of the 2017 study indicate that the cost of living, adjusted by where employees live,

State Employee Payroll Schedule

This memorandum addresses questions around recent announcements and consideration of changes to the state employee payroll schedule.  Legislative Council Staff has received inquiries regarding the timing and amount of state employee payroll during the months of July and August 2018 as a result of a March 8, 2018 email from the Department of Personnel and Administration (DPA) to Executive Branch employees.  The email announces a transition in July 2018 from monthly to biweekly lag pay.

Financing of Public Schools for Fiscal Year 2017-18

Senate Bill 17-296 amends the Public School Finance Act of 1994 to provide funding for school districts in FY 2017-18. The bill was signed by the Governor on June 2, 2017, and became effective on that date. Senate Bill 17-254, the "Long Bill," appropriates most of the state aid distributed to school districts. The following summarizes the primary funding changes contained in these bills.

Federal Tax Legislation Interested Persons Memo

The passage of the federal Tax Cuts and Jobs Act (TCJA) is expected to increase Colorado’s state income tax revenue beginning in FY 2017-18 through at least FY 2026-27.  Revenue impact estimates are currently unchanged from those published in the December 2017 Legislative Council Staff forecast.  However, these estimates are subject to downside risk, where unexpected shifts in taxpayer behavior could result in significantly smaller revenue increases than those estimated.

Capital Development Committee FY 2016-17 Annual Report

2018 Digest of Bills

The Office of Legislative Legal Services prepares the Digest of Bills and Concurrent Resolutions as required under section 2-3-504, C.R.S. The Digest consists of summaries of all bills and concurrent resolutions enacted by the Seventy-first General Assembly at its Second Regular Session ending May 9, 2018. The summaries include the dates upon which the Governor acted and the effective dates of the bills. The Digest also includes an alphabetical subject index and several reference tables.
