2023 Digest of Bills

The Office of Legislative Legal Services prepares the Digest of Bills and Concurrent Resolutions as required under section 2-3-504, C.R.S. The Digest consists of summaries of all bills and concurrent resolutions enacted by the Seventy-fourth General Assembly at its First Regular Session ending May 8, 2023. The summaries include the dates upon which the Governor acted and the effective dates of the bills. The Digest also includes an alphabetical subject index and several reference tables.

Submitted herewith is the final report of the Legislative Oversight Committee for the Treatment of Persons with Behavioral Health Disorders in the Criminal and Juvenile Justice System. The committee was created pursuant to Article 98 of Title 37, Colorado Revised Statutes. The purpose of this committee is to oversee an advisory task force that studies and makes recommendations concerning persons with behavioral health disorders who are justice-involved.

Use of State Tobacco Revenue

In FY 2020-21, Colorado received $314.5 million from tobacco-related sources.  These include taxes on cigarettes, other tobacco products, and nicotine products and payments from tobacco manufacturers as part of the Tobacco Master Settlement Agreement.  This memorandum describes the sources and uses of this revenue.

2022 Legislative Oversight Committee Concerning Tax Policy Final Report

The Legislative Oversight Committee Concerning Tax Policy (committee) is charged with reviewing the state’s current tax policy and the evaluations of tax expenditures that are statutorily completed by the Office of the State Auditor.  The committee is also charged with oversight of the Task Force Concerning Tax Policy (task force).

Transportation Handbook (2022)

Colorado's transportation system consists of the state highway system, county and municipal roads, mass transit, airports, railroads, and bicycle and pedestrian routes.  The system is primarily managed by the Colorado Department of Transportation (CDOT).  Cities, counties, transit authorities, regional transportation authorities, public highway authorities, and other state agencies are also involved in managing portions of the system.  The Colorado Transportation Commission provides direction to CDOT, a role authorized by the General Assembly in state law.  Both state an

Legislative Council Handbook

Colorado statute establishes the Legislative Council as a body of 18 Senators and Representatives with specific functions and responsibilities (Section 2-3-301, et seq., C.R.S.).  Six senators are appointed, with the President of the Senate appointing the majority party members and the Minority Leader appointing the minority party members, all of whom must be approved by a majority of the Senate.

Dynamic Modeling

A dynamic model attempts to quantify the downstream effects of a policy change throughout the economy. Legislative Council Staff (LCS) does not conduct dynamic modeling, which means that fiscal notes and other analyses are limited to the scope of legislation’s direct impacts and, in some cases, direct behavioral effects. This memorandum explains the difference between direct, behavioral, and dynamic effects of policy changes and current LCS practices in analyzing these impacts.
