A statute of limitations is a law that specifies the maximum length of time allowed for a victim or prosecutor to initiate legal proceedings.  Such a statute may apply in either criminal or civil cases. This issue brief provides an overview of criminal statutes of limitations, including exceptions, recent changes to sex crime prosecution time frames, and laws specific to Colorado.

Impact of Final Residential Assessment Rate on Local Share

The final Residential Assessment Rate (RAR) Study released by the Division of Property Taxation (DPT) on April10, 2019,estimates anRARof 7.15 percent for property tax years 2019 and 2020. The General Assembly would have to pass a bill for this rate to become law. The anticipated assessed values associated with this study have a significant impact on the local share for school finance.

State Laws Regarding Gravity and Switchblade Knives (17-10)

Gravity and switchblade knives, which were originally popularized by classic movies such as West Side Story and Rebel Without a Cause, are considered illegal weapons in Colorado.  Possessing such a weapon could result in a fine or jail time, or both.  This issue brief provides an overview of Colorado law and legislative history concerning switchblades and gravity knives, as well as the laws in other states.

School Finance

House Bill 18-1379 amends the Public School Finance Act of 1994 to provide funding for school districts in FY 2018‑19.  The bill was signed by the Governor on May 24, 2018, and became effective on that date.  House Bill 18-1322, the "Long Bill," appropriates most of the state aid distributed to school districts.  The following summarizes the primary funding changes contained in these bills.

Memo Regarding TABOR Enterprises

This memorandum provides information on state government enterprises under Article X, Section 20 of the Colorado Constitution, also known as the Taxpayer’s Bill of Rights (TABOR).  From FY 1993-94 through FY 2017-18, 22 state government entities had received enterprise status for at least one fiscal year.  In FY 2017‑18, enterprise revenue totaled $17.9 billion.
