Legislative Council Handbook

Colorado statute establishes the Legislative Council as a body of 18 Senators and Representatives with specific functions and responsibilities (Section 2-3-301, et seq., C.R.S.).  Six senators are appointed, with the President of the Senate appointing the majority party members and the Minority Leader appointing the minority party members, all of whom must be approved by a majority of the Senate.

2025 Digest of Bills

The Office of Legislative Legal Services prepares the Digest of Bills and Concurrent Resolutions as required under section 2-3-504, C.R.S. The Digest consists of summaries of all bills and concurrent resolutions enacted by the Seventy-fifth General Assembly at its First Regular Session ending May 7, 2025. The summaries include the dates upon which the Governor acted and the effective dates of the bills. The Digest also includes an alphabetical subject index and several reference tables.
