Legislative Council Staff

Since 1953, the Legislative Council Staff (LCS) has served as the nonpartisan research arm of the Colorado General Assembly. The staff serve under the Director of Research and provide support to legislative committees, respond to requests for research and constituent services, prepare fiscal notes, provide revenue projections, and perform other centralized legislative support services such as Information Technology, Visitor Services, and more.

    Legislative Services Building Information Technology

  • The Economics staff forecasts state General Fund and cash fund revenue quarterly. These revenue forecasts are used to develop the state budget, monitor state spending in relation to revenue, and determine and report the amount of excess state revenue under TABOR and Referendum C.  The quarterly forecasts include projections for the national and state economies and summaries of economic trends in nine regions around the state. The Economics staff also prepares several annual forecasts that are used to prepare budget requests for various state programs.

  • This spreadsheet contains several reports showing the fiscal impacts of all legislation currently pending before the General Assembly or that has been enacted into law at the 2023 legislative session.  Data is available on expenditures, revenue, TABOR refunds, and fund transfers, as well as the net General Fund budget impact of legislation. It also lists bills currently referred to the House and Senate Appropriations Committees.  This report will be updated regularly throughout the session.
